I have the same problem. I tried changing password and now cannot log in at all, and I know what the password is as I had to type it twice to change it! Running Win 7 Enterprise, and password uses non standard characters. Not a virus as it is a brand new machine running latest AV, Firewall, and patches.

Yes, it is down to the regional and input languages. Win 7 allows you to have a different policy for loggin-on, switching users etc. Go and set them all to the same. My guess is that you are using a " or @ or similar character, which will be different in other language settings.

It is possible when the computer is locked it defaults to a generic user or a different user for safety reasons I am not aware of. How many people use that workstation?

I've got the same problem on three different PCs.
No special characters in the password. Only English alphabet characters and numbers.
During setup, all keyboard settings set to en-NZ (on purpose).

Suppose the policy is all the same at language A for logging on, switching users, but I switch to language B once logged on and doing my work. Then I lock my keyboard. The unlock screen is presented in language B and I have to switch it to language A in order to unlock.
In Windows XP, the first time after a login, the unlock screen would only present in language B the first time I locked the computer. Once I switched the unlock screen to language A, it would stay language A through multiple unlocks and relocks.
However, in Windows 7, the unlock screen resets to language B every time I lock the computer, and I have to change it to language A every time I go to unlock.
Is there any way to force unlocks to always be the same language as for logging on, that is, language A? It seems illogical to have the unlock language be different from the login language.
The logon language has to be language A as that is the language most staff uses.

I have this same issue. Walk away from computer, it locks. I cannot log in with CORRECT password. Click "Switch User" and retry login with same password and it works fine.
I have not changed the keyboard language settings while working, so I do not understand why Windows 7 would change my keyboard settings when locking, if this is indeed the issue.
In most cases the password works fine when locked, but occasionally the correct password does not work when Windows 7 locks.
This does happen on Windows 7 machines and is not simply a "forgotten" password.

Possible solution to this:
In Control Panel / Region and Language click Administrative Tab
Under Welcome Screen and New accounts click the "Copy Settings.."
Under Copy your current settings to:
Check the "Welcome Screen and System Accounts" and "New User Accounts" check boxes.
Hiltz answer is likely correct, but I still do not understand why the Windows 7 locked screen is occasionally put into a different keyboard language and not by default set to the same as every other language in use and kept that way. Especially when I have not changed the keyboard language settings at any time.
For the record I was using the # character in my password.
